I agree that we should proceed, by the

stages that Sir G. Tomlinson suggests, to the

selection of a Senior Inspector of Schools, and that

the question of the transfer (and replacement) of

the present Director of Education should stand over

for the time being.

As regards point A in Mr. Mayhew's minute,

we shall have to be careful what we say to candidates

for the Inspectorship about the possibility of

subsequent promotion to the post of Director.

People who are given hints of that kind are apt to

read more into them than is intended. We must

clearly avoid saying anything that could conceivably

be twisted into a "pledge".
